I bought a betta fish last night. The care sheet that came with him says to only feed him once every other day. But the food that came with him says feed 2-3 times a day. So which do I go by?

My betta fish lies on his tummy on the gravel in his tank a lot. Why is that? I don't know why he does that. After he lies down he gets up and swims for a little bit. Also, how often should I feed him and clean his tank? On the Petco care sheet it said I should feed him three times a week sparingly. I've read I should clean the tank once a week. I don't know how to clean the tank. I just got him yesterday. He is my first betta fish and I want to make sure I take care of him properly.
